Philosophy and Guiding Principles
The philosophy and principles that are the foundation of the five Regional Centers for Children and Youth with Special Health Care Needs are:
- Children are best served within their families.
- Children and families are best supported within the context of their community.
- Families will have convenient access to care coordinators.
- Collaboration is the best way to provide comprehensive services.
- Family perspectives and presence must be included in all aspects of the system.
The Southeast Regional Center for Children and Youth with Special Health Care Needs believes in these principles and have hired staff who are parents of children and youth with special health care needs. We work hard to meet the needs of families by focusing on their unique strengths and by working to find resources that are as close to home as possible. By working with local public health departments and community providers, we are also building a network of services for families that is located in their own community.
Funding Source
As recipients of a grant through the Wisconsin Children and Youth with Special Health Care Needs Program, we receive funding to support the Southeast Regional Center. These state funds are provided by the Maternal and Child Health Title V Services Block Grant, Maternal and Child Health Bureau, Health Resources and Service Administration, US Department of Health and Human Services.
From the early days of the grant, all five Regional Centers have worked closely with the staff from the WI CYSHCN Program. This collaboration has resulted in a strong partnership among the five Centers and with the WI CYSHCN Program.
In addition, Children's Hospital and Health System is also a strong contributor to the Southeast Regional Center and provides money to "match" the state dollars. This includes support from many hospital departments, such as, Human Resources, Information Services, Public Relations, Educational Services, Audiovisual Services, Finance, Security, Environmental, as well as the use of office space, furniture, rooms for meetings, phones, parking and many other services.
