What is a CPL?
CPL stands for County Parent Liaison. County Parent Liaisons are an important part of the statewide children and youth with special health care needs (CYSHCN) network. Staff recruits volunteer CPL’s in each of the eight counties in the southeast region including Jefferson, Kenosha, Milwaukee, Ozaukee, Racine, Walworth, Washington, and Waukesha.
The primary role of the CPL is to be involved in local, county and state activities to provide the parent perspective in order to positively impact community systems that touch the lives of CYSHCN’s. CPL’s have been appointed to various state level committees such as State of Wisconsin Stakeholders Committee looking at implementation of IDEIA 2004, the State of Wisconsin Call to Action workgroup on children’s mental health and Wisconsin’s Department of Public Instruction Title I Committee of Practitioners.
Others have worked closely with their county and community providers to develop a Child Alert program as well as a respite program. Others provide parent input on their local school boards, publish a newsletter and plan resource nights for families of children and youth with special health care needs. All of the CPL’s are advocates for their own children and work to empower other families to be advocates for their children.
CPL’s also help the Southeast Regional Center for Children and Youth with Special Health Care Needs identify family support groupsand other parent to parent resources in their county such as parent match programs, trainings and respite and recreational opportunities. CPL’s have also been invaluable in helping spread the word about the five Regional CYSHCN Centers by sharing Center brochures, posters and flyers with organizations, schools, and physicians in their local communities.
